MOVEMENT “THE SOUTH IS MY COUNTRY”

LETTER OF PRINCIPLES

PURPOSES

The "Movement the South is My Country" is an institution (ONG  Not Governmental Organization) created with the purpose to elaborate studies and to organize free debates to evaluate the pacific and democratic possibilities of self-determination of the  South-Brazilian People, who inhabit the territories of the States of the Paraná, Santa Catarina and Rio Grande Do Sul, through the plebiscitary form.

FORMALIZATION AND LEGALITY

The institution was created in the States of Paraná, Santa Catarina and Rio Grande Do Sul and is registered in agreement as foresees the Law in the Notary's office of Register of Legal People; possessing state headquarters in each one of the three States and adopts as the basic objective the Self-determination of South-Brazil.

LEGAL RECITAL: It is based on Art. 4, item III, (Right the self-determination of the peoples), in the Art. 5, items IV, VII, XVI, XVII, XIX, XXI (Right and freedom of thought and right of organization to express and to divulge the thought) of the Federal Constitution and in the Resolutions of the United Nations especially in the Letter of Human Rights, the Resolution of the General meeting of the United Nations and in the Pacts of Civil laws, Politicians, Economic, and Social.

UNIVERSAL RECITAL OF THE RIGHT TO THE SELF-DETERMINATION

It is based on the ancient rule of the rights of self-determination of the people, since that the emancipated population expresses its sovereign will democratically. Resolution 1514 (XV) of the ONU is very clear in this direction when it says that "All the people have the right to free determination; in virtue of this right, they determine its political statute freely and guide freely its economic, social and cultural development ". The same right it enunciated in all the Pacts of Civil laws, Political, Cultural and Social. This "divine" rule is considered to be existing since the primordial of the democracies, exerted in the Greeks cities/states and the old Roman Senate, where it was affirmed that the right to self-determination is a natural law, that does not need to be written, and following that, for the modern and increasing sociological doctrines, this principle is respected by all the democratic nations of the Planet, amongst them Brazil, through the art. 4o.of it’s Constitution. Countries such as the United States, England and others that possess a constitution with no more than twenty articles, recognize express and dedicate a special chapter to this rule of the natural law. The ONU adopted the right to self-determination as a basic foundation, of where drift and supports its existence. It’s about Human Universal Rights and it can not be refused for all people.

COMMITMENTS

During these more than 15 years of existence, the Movement the South is My Country, has held through congresses and seminaries, during which they had been appearing and being perfected the commitments that, after presented, argued and approved for its leaderships. They had started to integrate the Letter of Principles, setting up the behaviour and activities of all its militancy and leaderships. Commitments, thus enumerated.

WITH DEMOCRACY: repudiating violence or paramilitary groups. 

AGAINST DISCRIMINATION: setting up commitment against any form of ideological discrimination with religious, sexual orientation, racial, cultural, or social.

WITH THE POPULAR CONSULTATION: Through plebiscite, surveys and research for gauging the popular will, if desires or not its independence or confederacy.

WITH HORIZONTAL ADMINISTRATIVE STRUCTURE: With ample autonomy for the diverse regional commissions, municipal, of quarters and special, without curtailing its initiatives, since that they do not oppose the unchallengeable principles of the Movement and the firmed limitations of common agreement between the pertinent leaderships

WITH THE WAKENING OF CONSCIENCE Of SOUTHERN PEOPLE: Through promotion of seminaries, congresses, publications and debates with the diverse segments of the southern society.

WITH THE TRANSPARENCY: becoming public the doctrine and the acts practised for the Movement the South is My Country.

WITH ADEQUACY TO THE INTERNATIONAL RECOGNITION: together with the international entities, for the recognition of the legitimacy of the right of self-determination of the South-Brazilian People, including the choice of the form and the system of government, through the democratic exercise, refusing, expressing, the mediation of people, groups or foreign institutions.  
 
 

FACTORS THAT MOTIVATE THE SEARCH OF SELF-DETERMINATION 
 

Diverse have been the factors that stimulate the South-Brazilian People in the direction of its self-determination, and it is necessary for them to become public, therefore the great majority of the Southern population is kept in the disinformation on its proper potentiality, by the agents of the great media of Brazil. It was with this intention, after ample quarrels and exchange of convergent thoughts in successive meetings, debates and assemblies, which were elaborated in the present work, whose desideratum aims to present them to the ones that demand the Right of Self-determination, as a form of orienting contribution to the efficient exercise of this liberation fight.

1. Political factors: In Brazil, it has a frank disrespect for the constitutional rule of that "all are equal as per the law", beyond that to each voter must correspond a vote. The Brazilian state allows that the representation in the Federal Chamber is vitiated, keeping a pernicious clamorous disproportionate parliamentary representation, also breaking the rule established in the Constitution on the equality among the Federative states.

The Brazilian State keeps one financial politics that prizes the speculation in detriment of the production, beyond tributary terrorism, that penalize the productive chain of consumption, tossing the free initiatives in the marginality promoting unemployment. The current absence of legislative autonomy that would have to be conferred to the States legislatures, that allow them to legislate on cultural matters, would provide, sanitary, criminal, tax and others, reduces the Brazilian states to the mere producing colonies of wealth. The indifference is still aggravated in that the Southern region has been distinguished permanently, relegated always to a second plan, having its projects and yearnings always postponed indefinitely.

2. Tributaries factors: The abominable bleeding tax of the Southern region, always submitted to the bad distribution of the tributary cake, which privileges regions, discriminating others, as well as the bad distribution of our tributary effort that strengthens the oligarchies, only contemplates colonialist politics of the North and Northeast, in damage of the proper populations of those regions. The permanent budgetary discrimination, which almost relegates the Southern Region to the inexistence of federal investments; 

3. Economic factors: The Southern Region has all the requirements necessary to become one of the most prosperous nations of the planet. Its human, social and economic potential does not leave any doubt regarding its viability as an independent country. It’s evident demonstrated by to consult the economic indices divulged by the proper Brazilian government.

4. Geographic factors: With an area of 577.000 squared kilometres, the southern set, formed by the States of the Paraná, Santa Catarina and Rio Grande do Sul, presents a highly favourable geographic situation.

It’s endowed with plateaus, plains, mountain ranges, forests, navigable rivers and diverse ports. The immense coast and tempered climate, present technological and physical conditions for a productive and diversified agricultural base. This great geographic space also presents a formidable tourist potential,   bigger than the vast majority of countries that have in this area one of its more important activities. The catarinense coast is prodigious in tourism and fishing. The Gauchos mountain range and catarinenses area are known by the notable climate of subtropical winter. In the navigable Paraná River and its waterfalls, besides generating all the energy that we need fascinates the world. Our coast, with more than 1500 kilometres and its five active ports, causes envy even to the developed countries. The Southern Region borders with three countries of the South Cone: Paraguay, Uruguay and Argentina, with who we share a commercial interchange through the Mercosul, beyond the affinities weaved for cultural history, geography, climate, ethnics groups and characteristics. A rational exploitation of this geography will bring autonomy in the energy field, in the tourist industry, agriculture, cattle and many the other fields of the economic activities, beyond all allowing us a natural system of draining of production. In geographic extension, the Southern Region is bigger than 116 of current 193 existing countries.

5. Cultural Factors: The South-Brazilian People today are of about 27 million people, of European origin, miscigenated to the African, the Native American and the Asian. This miscegenation that absorbed culture, customs and traditions of four continents, associates with the climatic and geographic factors inherent to the Southern Region, moulded the profile that is peculiar of the South-Brazil, differentiating it from the other Brazilian regions.

The Southern people thus became the owners of a much diversified culture that expresses through the customs and the traditions that the region cultivates expressions for the entire world.

6. Social Factors: The increasing growth of the poverty of the population of South-Brazil and its accented social degradation, with the proliferation of the sub-human condition, is a factor that causes indignation, mainly because there, does not exist perspective of reversion of this chaotic picture of the scene under the control of the Brazilian state. As simple colonies of Brasilia, they take our wealth and they return poverty to our people;

7. Moral Factors: The lack of serious and quick inquiry ahead of the constant and increasing denunciations of fraud, embezzlement, formation of groups and to satiate oneself with the resources of the state treasury, with impunity that favours in the high steps of the Brazilian pseudo-federative system, it makes us believe on the veracity and the modernity of the affirmations of Rui Barbosa: "Of in such a way seeing to win the nullities, of in such a way seeing to prosper the dishonour, in such a way seeing to grow the injustice, in such a way seeing the powers in the hands of the bad ones, the men arrive to discourage themselves of the virtue, to laugh themselves at the honour, to have shame of being honest"... 

8. Historical factors: For similar factors to the current ones, ancestors of the People of the South-Brazil already had held up the flag of Independence and Autonomy. Diverse revolutions in this territory had led to the creation of Independent Republics, such as Republic Juliana and Republic Rio-Grandense, that they are ancient witnesses of whom we are not making nothing new, only giving solution to the centenarian idea of self-determination that has being cultivated for our people. Beyond these two revolutions, others, such the War of the Contested, the Revolution Federalist of 1893, the Revolution of 1930, the Republic of Lorena and the blown ups of other political movements occurred in the diverse regions that compose the three States of the South, bequeath to the South-Brazilian People the conscience that the lack of Autonomy, always was the object of Southern dissatisfaction, either full or partial, the reason for which we understand that we are the continuation of unfinished history, that has granted strong examples of that. We have a brave personality that knows how to fight to defend our ideals. We, the South-Brazilians, when the combat was inevitably overcome, were always called, since from the times of the Empire, to consolidate governments and forms of government, as well as to fix and to expand borders. It is not without reason, that South-Brazilians always affirmed proudly, that the borders of Brazil had being consolidated in the "tip of its spear and in the legs of its horses";

It is a people whose past is written with the blood and the work of our ancestors, and exactly for that reason the people have conscience of this historic, we feel responsible for the history that we will have to leave to the ones who will come after us. We are lovers of work and freedom, but we want to be the responsible ones for our destination.
